I don't know if that was you or not, but the only thing you have to cut is the interior panel so the upper loop mount can pass through it, as well as redrilling the lower mount hole a bit. All the cars that went to Canada never got the 90-93 belts, so they were all outfitted with the safety reinforcements necessary to be able to retrofit safely. Here's a link: Seatbelt Install Writeup One thing I've found though is you don't really need the jb weld to hold the upper bolt in place while you tighten it. Once you begin to get it tight enough, the nut will hug the inside and stay in place, thus allowing you to tighten the bolt all the way.
